See https://github.com/actions/runner/issues/774#issuecomment-738446697 that explain why this is not working.

Moreover, see https://github.blog/changelog/2021-02-08-github-actions-skip-pull-request-and-push-workflows-with-skip-ci/. Unfortunately, [skip ci] skips every GHA, not only R CMD checks. See https://github.com/ropensci/osmextract/commit/0cd9fa071349e15c984f4b9733d08c782ae2afd4
