new devel branch

Leaving this here as a placehoder for going forward. This branch does not pass tests, but I think it's close.

This branch includes 'devel' and 'pkautio/devel' on top of the current 'main'.

I will not use the old 'master' branch more, which is what pkautio/devel was PR'd against.
