Recovery Restart - Clear States while starting up ...

During the setup/startup-WebUI redesign it shows that on restarting after a recovery the infos on sync screen run thru some confusing states ... the should be optimized for a future version: https://github.com/raspiblitz/raspiblitz-web/issues/747#issuecomment-2238749862
