Specter - Preconfig to lokal Bitcoin Core

When you setup a Specter install fresh it - like with #3709 it still asks you to configure your local BitcoinCore

It should come pre-configured ... basically meaning that the "on" parameter should check if there is old data and when not (its a fresh install) it will try to pre-config the local Bitcoin Core Node.

Practically - just take a fresh install and configure it and see how the newly generated config files can be used as a template.
