Report on "v1.11.0 final":

Don't reset the config.txt Otherwise, we need to re-enter: "dtparam=pciex1_gen=3" for the data to be recognized.

And you should copy the config.txt from the fat to the mini image. Although the files are similar in content, the config.txt from the fat image works.
