Add "bitcoinClearnet" option that allows additional IPv4 & IPv6 peers on bitcoin & offer that option thru the API/WebUi (open issues then on API & web).
The whole "runbehindtor" needs more detailed levels. I will push this again up to v1.12.0 .. for a complete refactor.
