Description

The ROOT CI has endemically suffered of instabilities. Every time people need to check if the bots report the same failures on other PRs.

A possible implementation is to export PR context as part of every job via the GitHub API and each build to look at the last 10 finished jobs for common test failures...

The bugreport template should not have most of the fields that are currently marked as mandatory. That's not a tax declaration form.
