[UI/UX] Make user settings cross-browser/device

Storing user settings in the database will allow users to have their settings shared across multiple browsers/devices

Just to clarify for [[Feature] Add option to hide/remove Auto Generated Collections by default #1792]

I'd like the option to not show these auto generated collections by default for any/all users. Or to turn them off completely.
