Feature: consider offering binaries as github releases

Is your feature request related to a problem? Please describe. Well, not really a problem, but we use electrs in our integration tests, and building it takes a long time. We would prefer if we can consume binaries from electrs' github instead (and please, don't suggest to use some random PPA, as we don't trust those, unless it was managed by the electrs' maintainer).

Describe the solution you'd like Many github projects expose binaries in the "releases" tab for every new version/git-tag.

Describe alternatives you've considered PPAs, as explained above.

Random PPAs are not good but non-random PPAs can be great. :) I'm a long-time electrs contributor and maintain a whole Debian repository with Bitcoin stuff. All builds are preformed in secured environment and signed by me. Depending on what exactly you do in your integration tests it could be useful for other things as well. There's even a whole python library created to test Bitcoin applications. Feel free to reach me out if you are interested/have questions.
