Meta feature: use issue forms

Is your feature request related to a problem? Please describe. Some of our users are confused about how they should fill in the template. They sometimes ignore it or write incomplete information.

Describe the solution you'd like Use GitHubs issue forms feature to better guide the users. We can validate their responses, make sure they are properly structured and even require users to consent to things like checking they installed supported Rust version. This is a beta feature so I'm asking just in case but willing to convert our current templates if you agree.

Describe alternatives you've considered

• Keep things as they are
• Wait for issue forms to be out of beta
• Lock up issues and use some third-party form (does such thing even exist?)

Additional context I made an experimental form to try them out. You may check it out but I didn't try all the feature available. Just please close the issue immediately. You can also see a test issue produced by issue form.

GitHub also provides pretty usable documentation of issue forms.
