Button/link to github issues to make appeal

Describe the feature Button/link that presents on the students UI. The button/link leads to the github issues. Thus, students will be able to make appeal without disturbing other students/mentors or coordinators asking where they may find this link

Additional context It would be nice to add appeal rules ( it might be either tooltip text or link to the documentation)

The button should be visible after the cross-check deadline and the score is less than the maximum score of 10%.
