I feel it is better that application.ini would be part of the installation. And also that `allow_admin_panel` should default to `Off`.

I see that you have issues with CouchDB, and there is another open issue about couchdb too. It seems, from what I read, that the CouchDB code is not fully...

Oh gee how about you commit a single line of code that does anything useful. I can'd find anything, I wonder if I'm missing anything.
