BFUS: startup.sh did not work?

I tried changing the WiFi settings using the instructions in the Wiki but the startup.sh file never gets called at all.

Here's the file in question.

I added a line above the line invoking configure_wifi.sh as:

echo "test" > /tmp/sd/run.txt

However the file run.txt was never generated on my sdcard.

Update:

It seems that if the camera ~~did~~does not successfully connect to WiFi, the startup.sh file won't get executed.
I tried it a different time with the camera initially successfully connecting to WiFi (as I wanted to move it my main SSID to my IoT SSID), and the startup.sh file did run successfully.

The camera was then unable to connect to the new WiFi (I haven't been able to get it to connect to a Virtual AP on my WiFi AP), and trying to use startup.sh to change the WiFi credentials back to their original values failed.
