Package cl is deprecated

Please remove the cl dependency.

Before I file the same issue against ucs-utils, I wait whether it is valid at all. (I am not an Elisp hacker.)

The real answer ought to be to get rid of this library. It was written for a different time, in which it wasn't easy to install dependencies via MELPA. I worked on this for a little while today but was troubled by the second file in the test suite.

Isn't in enough to replace the line with:

(require 'cl-libs)
