[REQ] Allow the use of the `css_plugins list` command by all players

not sure why we should allow the plugin list as even in sourcemod most of the owners had it blocked with thirdparty plugins

Yes, but there is also the option of who wants to show this list. Why not then a cvar to control whether or not you can view this list.

I believe that an option in the core.cfg file can be done, same thing for Metamod commands, meta list
