[FR] implement signal handler to re-read config file

Presently the only way to update the config is to quit and re-load. SIGHUP might be handy to re-read the config file. I'm also noticing that ^C to quit stops all the recorders/etc. but doesn't actually quit until I ^C 3 or 4 times.
