Limiting the altitude drop when GNSS is lost

During the forced GNSS outages, the altitude shows a sharp drop which is inconsistent with a land vehicle trajectory.

One approach could be, if the Vel D is bigger than a threshold, the altitude should be frozen until the Vel D shows reasonable values.
