What amazing timing. I opened this issue just now only to see this. Confirmed that it's available!
It is there but not there -- https://hub.docker.com/_/rockylinux still shows 9.3 as the most recent "official image"
I stiil don't see it here https://hub.docker.com/_/rockylinux.
If I type docker pull rockylinux:9.3 it works. If I type docker pull rockylinux:9.4 it doesn't work. If I type docker pull rockylinux/rockylinux:9.4 it works.
This and related issues seem to be blocked by the below PR. Seems rockylinux namespace is best effort and rockylinux/rockylinux is more up to date. https://github.com/docker-library/official-images/pull/16754
