Peridot should support building images natively

Currently, we are able to build lorax images quickly by generating a kube config from empanadas to help facilitate the start. This currently works and works very well. We are then able to download the lorax builds from the empanadas bucket to the current compose box, configure the treeinfo data, and then perform a DVD build with relative ease using podman locally to make them all in parallel.

To build a DVD, packages would need to be local in a format expected by empanadas (as of 0.3.0) and kept up to date.

Live images presently only need mock and do not require graft points. But, loop devices will be needed for livemedia-creator, which may or may not pose a problem for containers/pods in peridot.
