Clear Taskbar Bug

Whenever I switch users and after 15 minutes the Clear taskbar thing goes off and the taskbar turns BLUE. So I got to the app and I have to put the taskbar to normal and then clear to make it work

Please Note: I am 100% sure I put (clear taskbar), please fix it.
