[Feature Request] Custom Message for pDAO Proposals

Smart Node currently autogenerates the message for submitted pDAO proposals based on the type of proposal and sometimes its parameters. For instance, the recent change to inflation allocation used "update RPL rewards distribution" as its proposal message. This is fine as a default, but custom messages would be an important feature to give a better sense of what is being voted on. E.g. "IMC Budget 04/25" for the upcoming budget vote.
