Watchtower metrics setting is ignored

I have root.watchtowerMetricsPort set to 9104 and root.nodeMetricsPort set to 9102, and yet when I start watchtower:

2023/08/02 12:58:47 Starting metrics exporter on 0.0.0.0:9102.
2023/08/02 12:58:47 Error running HTTP server: listen tcp 0.0.0.0:9102: bind: address already in use

Which makes no sense, because this is using the watchtower subcommand of the daemon binary.
