[FR] Configurable gas tracker suggestions in headless mode

Currently FastWei/RapidWei fee suggestions are hardcoded for headless mode and the fastest gas price from both gas trackers is used (eg. for sending Node Operators rewards).

Can it be externalized to configuration which suggestion to use?

My proposition is to have setting like rplClaimGasTrackerMode in config.yml with values:

  • fastest
  • fast
  • medium
  • slow

For Etherscan both fastest and fast will be mapped to FastWei since there are only three, not four modes available.
