Actions button and primary keys

When table doesn't have primary keys, we do not allow edit and delete rows. And show (i) notification about this.

The same is applicable for custom actions. They also require primary keys.

How to rewrite (i) notification in order to show that it is affects Actions? Or how to show clearly that Actions is disabled because there are no primary keys?

I don't want just to hide Actions button. Users should see that it's there.

Maybe tooltip? Is it appropriate for disabled button?
