scroll not applying /genarated on live build

hi i have a weird bug/issue we use version 1.3.8 the scroll plugin works great on production, however

after builded , the scroll does not appear also the genarated div

for example on dev its genarates:

on build live , its not appearing ,we use inspina dashboard and angular ,tnx
