When you slowly scroll the div start to jitter / shake

If you are scrolling and you get close to the bottom and go somewhat slow (not unusually slow though) the div jitters a bit. Anyone else notice this? I am using trackpad on mbp

I have reproduced this issue on the example page.

The issue does not just occur when your near the bottom. It actually occurs anytime you scroll slowly.
