The last release was in 2018 and there has been 420 commits since then. It would be great to have a newer release so that not everyone has to build from source.

I am currently working on integrating MSVC into the CI workflow for RL and its third-party dependencies. This should be able to provide binaries for each commit. Once this is working I can also look into tagging a new release.
