Change offline Release Notes to include CHANGELOG.adoc instead of full list of Issues (keep link to filter by version).

CHANGELOG is more relevant.

  • Consider Version Upgrade pop-up to include link to CHANGELOG, this way user can see what is new/changed before installing.
