support for multiple pbf files and resource limits for init pods

==Nominatim== it would be nice to be able to initialize nominatim with multiple pbf files. If time permits I will submit a PR with that feature. One other thing I noticed when using the chart is the initjobs get evicted due to resource constraints. To address this adding resource limits to the init containers should help.
