While fetching offsets on startup metadata is not refreshed on error

When the application is unable to fetch offsets due to the following error [ERROR] aiokafka.consumer.fetcher Failed fetch offsets from 2: [Error 6] NotLeaderForPartitionError: TopicPartition(topic='xyz`) it does not force a metadata update and instead just keeps retrying
