Add dependabot for automatic dependency updates (and actions)

With the recent activity and the (hopefully) reborn of this project we saw that keeping dependencies and tools up-to-date is a critical thing.

By introducing dependabot we can make sure that we are running the latest stable versions and keep maintaining dependencies easily.
