Scan reports Any ports as open (not Masscan issue), please give an advice.

On my new Kvm Vps, came across an issue, I never seen before. I run an external Ip scan with Masscan and a few other port scanning programs. All of them will report any port of any Ip as open. I also tried installing Debian instead of Ubuntu, exactly the same thing happens again. Tried disabling ufw, didn't help. I'm totally out of ideas. Obviously, it's some sort of a provider's preset. Any help appreciated.
