GitHub Actions deployment workfflow

Not sure how to do this for a "starter template" - I don't want to be too overbearing and prescriptive, but GitHub build/deploy is such a common scenario that I think it's worth doing.

An idea might be to have a /GitHub directory complete with the .github jobs with copy instructions? Open to whatever - the idea is simply giving the user options.
