I notice https://github.com/robburger/terraform-pr-commenter/pull/25 has 18 thumbs ups and no source code changes have been made during entire 2022.

Doesn't seem it, but my fork is alive. The changes can be found in PR #30:

My fork is also alive. I fixed/improved many issues that can be found here without resolution.
