Add link to action log if TF plan exceeds 65300 char

It would be a better idea to point to github actions logs if TF plan is big enough to not fit PR character limit. Wdyt?

I'm looking for this use-case as well: some way of linking back to the workflow logs if the Terraform plan output is too long to add as a comment.

Found a solution DevSecTop/TF-via-PR repository, which hosts a reusable workflow to run Terraform commands via PR comments, like a CLI.

Here's an example of how the output PR comments made by the workflow links back to the triggering workflow logs, where the plan can be viewed in full or downloaded as an artifact.
