Fix for offline build Pet portlint

It seems to build fine without the network. It probably make sense to merge the make-npm-cache and pre-fetch target. You should run portfmt on the Makefile, there are some style fix. Can you host the distfiles somewhere else?

I won't have time to do more review or test your port.
