Sorry for slow response. So yes now with a more up to date devenv build I get passed that skopeo issue, however the container still doesnt build from within the...

Log file was actually too large for gist or github comments directly, I've [put it directly](https://github.com/rob-mur/recursive-container-build-repro-devenv/blob/main/debug.log) in the repro.
