Use the GPS to fix user position, grey out editing or capture until user is nearby.

Need to be able to query the current GPS location from form / UI

Should be configurable in a data collection node in Config Manager along with many of the other 2.1 issues.

Perhaps add this as part of the plugin with proximity alerts and such, all the functionality required is similar.
