ROAM Form layout

The 2.5.0.dev version have a nice feature that allow us to organize form layout by introducing sections and descriptions, just like the way we draw a form with QTDesigner for QGIS.

It would be nice too it we could organize the forms on ROAM interface with the same section logic.

We very rarely have more than a couple of forms configured so not high priority for us, would be happy to take a pull request for this feature though.
