Split Roam Publications in to publish data and publish project instead of Install/Update

Reasoning is that sometimes we do need to publish updates to the data, currently have to delete the whole project out then re-download.

Would be more useful to split them out both with their own version numbers and have two publications for an overall simpler workflow.

I'm now thinking just have a single publish button, it always does both install and update zips.

Client will pull only the update if it exists, else pull the install for fresh. Need to add a button to purge local project off device without using windows folder system (pain on tablets).

May be good to add a warning if the project folder is greater than say 100MB, recommending having a separate project on device for background data especially aerial imagery, will need to flesh out the background project idea more though as we use it just about everywhere with more than a couple of projects onsite.
