ilmerge only targeting framework 4.0

Even though the referenced assemblies are for 4.5, it still is showing as 4.0 in dnSpy Consider using dnlib to merge assemblies instead.

This may not actually be an issue, as the compressed file seems to run fine at 4.0 framework, even if the compressed file is using higher framework version.
