[WIP][NO_MERGE] Test spago release process

Hi, before I push these changes to the main repo I wanted to run them by you. These are the resulting commits required/made by running spago bump-version minor -f.

Not sure if I should do it this way, or merge the generated bower.json with the existing one & manually tag/annotate the new version & then just run pulp publish. What do you think?
