[feature request] a way to blacklist plugins

Some plugins are leading Qtractor to crash. See #271 for an example. It make a random end-user to think that Qtractor isn't very stable. As I understand it, it would be a big work to handle those situations (not all the plugins which makes Qtractor to crash are doing so for the same reason), hence a plugins blacklist would be great. Such a list could be put in /etc/xdg/rncbc.org/Qtractor.conf as a possibility.
