quality.yml runs clippy for all targets by passing clippy as input parameter "command" to action actions-rs/cargo@v1. Action houseabsolute/actions-rust-cross "command" input parameter can only be one of build, test, or both....

@rbradford there are roughly 150 thread::sleep calls in the integration tests. Is it intended to replace all of them with event_monitor? If not, what should be the selection criteria?
