Fix 1508 | auto redirect old docs links to new docs, add new development section to docs

Fixes https://github.com/rmcrackan/Libation/issues/1508. Now on opening old links auto redirects them to new link pages, but one limitation is that it doesn't scroll to exact heading. For example, Documentation/GettingStarted.md#create-accounts redirects to /docs/getting-started but doesn't scroll to the create-accounts section. :disappointed:

@rmcrackan And I also want you to once go through and make changes if needed for

1. Newly added development section content as there is a bit of C# development related docs, which I am not familar with, but generated using llm, so better to verify it.
2. Updated README.md with some links to docs and project related content
3. I don't if it was a deliberate choice or forget, to add getlibation.com to github right side section, as it provides easy access to website for users
