Fix documentation re-org

[rmcrackan]

#1498 re organized all docs pages. Lingering items to fix:

• The new re-org is nice but it broke a ton of links. Recreate the previous file and folder structure and have the old/reconstituted pages contain a [This page has been moved](...) link to the new location
• vitepress/node.js doesn't need a spot of prominence on the front page. There should be a separate tech section for developing, running, contributing
