Preferences pane in System Preferences

Create a preferences pane in the System Preferences.

The main purpose of creating preferences pane in system preferences insead of default app settings is this request

1. Open at system startup
2. Allow notifications from https://github.com/rlxone/MultiSoundChanger/pull/11
3. Classic/New style select option https://github.com/rlxone/MultiSoundChanger/issues/13
