Nether Islands not spawning

What steps will reproduce the problem?

I can't get any new nether islands to generate

I run a HUB server with Multiverse-Core and to fix Ever since I added the Multiverse-NetherPortals Plug-in, new islands don't have a nether island nor can they even access the Nether. I made sure it was enabled in the config and the "# Whether or not portalling to the nether roof should be blocked. nether-roof: true" yet that's where portals spawn. 2021-02-06_11 20 50

Nether portals and correctly creating them is a pain in the ...... at the moment indeed, and I'm not sure what the exact cause is. If you teleport to the location where the nether island is supposed to be (same coordinates as the overworld island), is the schematic pasted correctly there?
