MVS should become time step flexible

Until now the use of only 1h-timesteps is possible.

  • if ancillary services are to be used, the max resolution is 15min
  • hourly values can be used to automatically create 15min values
  • measured data with gaps can be corrected by a tool @Bachibouzouk created: "Sanitize input data"
