Option to use native binary for M1 when available

The new julia-1.7.0-beta3 has a native binary for arm64 that works on mac m1, but I don't think this can be downloaded using asdf at the moment...

Maybe there needs to be a julia-1.7.0-beta3-m1 option in asdf? Due to this issue, having asdf default to a native build on M1 machines is probably not desirable quite yet.
